Wireless Monitoring Organisation JALANDHAR
 
Wireless Monitoring Organization (WMO), setup in 1952, is responsible for monitoring all wireless transmission and is essentially the eyes & ears of wireless Planning & Co- ordination (WPC) wing in the ministry of communication & IT. Its primary task is to monitoring the entire radio frequency spectrum with a view to provide the requisite technical data and logical support to the WPC Wing in the enforcement of the National and International Radio Regulatory and statutory provisions for efficient management of radio frequency Spectrum (RFS) and Geo-Stationary Satellite Orbit (GSO).

Effective and efficient spectrum management is the key element for ensuring the co-existence of various radio communication networks, without causing interference to each other. WMO provides an interference – free radio environment.

Accounting of Transaction of Wireless Monitoring Organisation in Department of Telecommunications
  1. Wireless Monitoring Organization Headquarter continue to frame budget estimates (BE), Revised Estimate (RE) and final grant (FG) in respect of all wireless stations under their charge and forward periodically budget statements to PAO (HQ), Department of Telecommunications for onward submission of consolidated statements to revenue budget section of Telecom Directorate.
  2. Vide DoT OM No. 7-1/2000-TA-I/9 dated 29-09-2000 Wireless Monitoring Organization Jalandhar undergo financial transactions VIZ salary of employees, Imprest/ Advance, Wages etc. with CCA Punjab Telecom Circle, Chandigarh, Powers of non-cheque Drawing & Disbursing of said financial transactions lies with officer-in –charges/Engineers of the respective Wireless Monitoring Stations.
  3. The maintenance of GPF account of staff/officer of respective units of monitoring stations are maintained by the Communication Accounts Officer, CCA Punjab Telecom Circle Chandigarh. All the GPF ledger cards are maintained by O/o CCA Punjab Telecom Circle, Chandigarh.
  4. O/o CCA Punjab Telecom Circle, Chandigarh issue the PPO’s to the employees in their superannuation. All lumpsum payment on retirement like GPF fund payment / commutation payment/ DCRG etc are controlled by the O/o CCA, Punjab Telecom Circle, Chandigarh.
Telecom Enforcement Resource & Monitoring (TERM)
(Formerly known as VTM cells) With the increasing no. of telecom operators in the country, the govt. felt the need for presence of telegraph Authority in the field of all the license Service Areas & Large Telecom Districts of the country in order to ensure that service providers adhere to the license conditions and for taking care of telecom network security issues and with the growth of private Telecom & Internet services an increase in illegal/Clandestine telecom operations were also observed.
To address these issues 34 TERM cells have been created in the country. Each cell is headed by Deputy Director General. The TERM for Punjab Chandigarh& Panckula area is located at Mohali. The main functions are mentioned as below:-
  1. Vigilance & monitoring functions
  2. Security functions
  3. Service testing of operators/ Roll out obligations
  4. Registration of OSPs & Telemakers in LSAs.
As per DoT OM No. 701/2000- TA-I/23 dated 17-12-04. various accounting & financial transactions of TERM VTM cell will be carried out by CCA Punjab Telecom Circle, Chandigarh like salary of employees Imprest/ Advance, wages etc., maintenance of GPF account of staff/ officers, PPOs to the employees on their superannuation, all lumpsum payment on retirement like GPF fund payment/ commutation payment
