- The agreement effective from 01-06-2007 shall remain valid for six and half years.
- IP shall be solely responsible to set up, operate and maintain the IP sites for the period
of agreement
- IP shall permit the sharing of created infrastructure only with USPs with whom Part-B of the agreement has been signed.
- Infrastructure so created shall be owned by IP.
- IP shall enter into service level agreements with USPs for five years to ensure continued provisioning of services to rural subscribers. After 5 years IP and USPs shall enter into commercial agreements for operation of services on mutually agreeable terms
and conditions.
- IP shall have to commission at least 50% sites within 8 months of signing of agreement and remaining within 12 months (Now modified as within 24 months for all the sites).
- For short fall in providing required number of IP sites after 30 days of expiry of roll out,
the LD shall be leviable.

- USPs shall set up operate, and maintain all mobile service sites for whole of the period of agreement by using shareable infrastructure created by IP.
- USP shall enter into SLA with IP for five years to ensure continued provisioning of service to rural subscribers.
- IP shall not charge any rentals during the subsidy period of 5 years. However expenses incurred on general upkeep shall be recovered from USPs.
- The equipment so installed shall be owned by USPs
- USP shall provide mobile services for each of mobile services sites with in two months of commissioning of infrastructure sites by IP. In case USP fails to roll out mobile services as per roll out plan with in one month after expiry of roll out period action can be taken against USP as per terms of the agreement.
